Please have a look at Break Out To Berlin's test pressing. It uses the standard test pressing labels of Keel Record Mfg. Of Canada Limited pressing plant. Iit has the catalog number of Rumour (which is the label of the retail release hand-written on the labels, but no label name. That's why the OS had submitted it with Keel Record Mfg. as a label, and insists on that.
I disgree. The release has been submitted with the same sleeve as the full commercial release. IMO the case case is very clear, this is a Rumour release even though it has generic test pressing labels. Label presence in the sleeve is more than enough to prove that.
This appears to be a test pressing in a Rumour sleeve with a Rumour press release - and crucially the Rumour catalog number KC-1015. I have to agree with Elukkae, Keel Record Mfg. Of Canada Limited has simply manufactured the test pressing. They may also have manufactured the stock pressings, but it's not clear on that release.
I'd say Rumour as label.
Sometimes the test press labels even have a field for label. I think that makes it clear. Have a look at this one as an example, Never Gonna Let You Go / Deep Cuts
